I have been running my forum for more than 2 months now and any thread I make, I ensure I put tags to help search engines, then I resubmit my sitemap to google, ask, yahoo, and bing every night via the SEO Tools, and my site/forum is not blacklisted...but I NEVER find anything that links to my forums in search engines..

Example, Thunderbird v10.0.1 (http://forums.pctweakers.net/showthread.php/98-Thunderbird-v10-0-1) was just released, I made sure I immediately create a post (http://forums.pctweakers.net/showthread.php/98-Thunderbird-v10-0-1) and post a download link (which links to the Mozilla FTP Server directly), in the tags, I put:

mozilla, thunderbird, v10.0.1, download

I then resubmitted my sitemap and searched on all the above mentioned search engines and none of them have any link to my forums...yet, you see many sites that already show up when you put search: thunderbird 10.0.1

What gives? how does this work and what can I do to improve this?

Everyday for every little thing you do is over doing it. I would venture you're getting ignored.
I submitt mine once every 7 days. Within 24 to 48 hours after the sitemap is published they come a calling. The only time I do one manually is when I make a radical change to the forum layout. Like adding a section or taking one out.
The bots love my place. They're all over it like white on rice.

I understand now...but why does my forum if it ever appears in the search result for a particular topic, it is in the 2nd or 3rd page? Do the other sites that appear in the no. 1 position pay Google or something for that or how does it work?

I had a look at your forum.

It's got very few posts/threads and not a great deal of incoming links. Quality incoming links and a few thousands threads of quality discussion will soon get you to the top of Google.

Till then Google doesn't consider your site an authority and therefore, rightly, offers its users other sites that it believes will better answer their queries.

You don't need to EVER submit to Google!

One more thing, that post you made about Thunderbird doesn't even seem like original content, but just something you've copied and pasted from elsewhere. TBH, and sorry to sound cruel here, but I'm glad it doesn't come up in the SERPS when I search for Thunderbird.
