Help needed with posting stuff

I'm brand new to vB. I just installed and imported my SMF 2.0 board yesterday night. It was overall pretty successful but it definitely had some little quirks to iron out.

The thing that really is bugging me is how to I get the menus circled below to shot up for everyone?

The top one is the WYSIWYG editor - they set this themselves in the UserCP is you have enabled it in AdminCP > Settings > Options > Message Posting Interface Options. The side is the smilies - add those in the Smilie Manager. And the bottom one is the post icons you add in the Post Icon Manager.
