How SPAM bot bypass mail verification?

I found a bot can register with out verification its email address and its become group member of registered. It should be in the group of waiting mail verification. Even I stop the sendmail service in my server those can register and become group member of registered. At the same time real human users remain in group of waiting mail verification.

Why can those bots can register bypassing email verification? How can protect it?

I will try this one. I have also install another one that call "Stop the Registration Bots 2.0.2" but it is not work, I think.
