Banner Help

[Cromags21]

I made a banner for my site,I am having a little problem with sizing. I made it to fit the site,which it does. I use a split screen style[windows 7],The banner stays the same size when I min the page.

Maybe I am not wording it right,so here are 2 picture of the banner.

Just need to know how i can fix this or if there is a code i need to change around to make the banner fit all sizes of the web page.
