okay this has been a constant problem and everything I've tried so far has not resolved the issue, the problem is one of my admins is being restricted from certain features in the acp, this only seemed to have occurred when we upgraded to v4.1.9 of vb, he was having this problem before the upgrade, my last idea is to revert back to 4.1.8, however I've hit a bit of a road block, you see my webhost can't revert us back because they only have backup data from dec 31st of last month and last year and the problem accurred before dec 31st sometime around late nov to early dec, so my question is...is there a way to revert back to 4.1.8 on my own or am I going to have to reinstall v4.1.8 again?

I have never heard of a super admin, but I don't think that would solve the problem seeing that the issue lies within the acp...not the usergroup itself.=/

In the config.php file, put in his account number as a super administrator.
ah I see ty man I will try that, definitely.^ ^
here's a post my admin wanted me to post here to enlighten the whole issue here.^ ^
Hi, there! I'm Amaury, an administrator on KH-MediaFlare.
I'm currently going by Jeremy Belpois as my username on the forum.
Chevalier, our restricted administrator, reported that he could access everything in the Administrator Control Panel before Sean upgraded us from vBulletin 4.1.8 to vBulletin 4.1.9, but could not after the upgrade.
Below are two screenshots.
The first one is what Chevalier is seeing, and the second one, taken by me, is what he should be seeing.
