Attaching a picture in a Private Message

I'm not sure if this is a glitch in my files or if the option just isn't available.

When composing a PM, the "attach image" window only provides for downloading from a URL. There is no option for downloading from my computer.

Is this normal?

That's the same as my test site, but I don't know why it's like that.
