is there a mod or method to insert external rss feed into sidebar block?

I don't know if that exists, but maybe you could set up the "RSS Feed Manager" to post to a thread, then use a thread or post block.

Right, the RSS feed manager lets you set up an external RSS feed to be posted to one of your forums.
