Editing Title's of Threads

I am having issues with my members. When someone tries to edit their title's to their thread, it does not update. How can I fix this?

Setting > Options > Message Posting and Editing Options > Time Limit on Editing of Thread Title

If I always want them to be able to edit the title, what do I set it to? I tried 0, but it still doesn't work.

There doesn't seem to be away to give unlimited time but there's 525600 minutes in a year
