Database Question

Let's say I had experimented a LOT with vBulletin over the course of a year and had installed and uninstalled dozens and dozens of mods. Does that clutter up the database similar to how windows registry fragments and is less responsive? Would there be a improvement in either speed or integrity by starting over and just using impex to bring over my users and posts and reinstall only the mods I actually use?

No. When you uninstall a modification (properly), all information it installed, should be uninstalled providing it was written correctly.
