Shorten Long words with a lot of characters

Sorry for my bad english, but this is my problem

there a lot of members who write words longer than normal

example (a title with):

helloooooooooooooooo goooood morninggggggggggggg

I dont want this kinds of words ( a lot of oooooooo's) as titles. How can i prevent this?
