can't add tags to posted thread (vb 4.1.7)

when i try to edit thread that already posted, i can't see the tags forms

You don't edit a thread to add tags, you add tags on the bottom of the showthread page where it says "Tags for this Thread" and has the button "Add / Edit Tags"

And that is where you edit/add tags. If you don't see the edit/add tags option, then check your usergroup options and make sure your usergroup is allowed to tag others' threads and create tags. Also, make sure you haven't already reached the max number of tags allowed for the thread or for your user.

when i post the thread for the first time i see the form of tags but...
when i don't add tags to thread and when i regret and edit the thread to add tags i can't see the form of tags.
i'm the admin and i got all the permissions.

If you click to edit the thread, you will NOT see a place to add tags. That is not how you add tags to the thread. You add them on the bottom of the page when you are NOT in edit mode.
