How to upgrade or merge usergroup

Hello,
I want to know how to upgrade or merge usergroup to another usergroup. Like i want to move 'user awaiting activation' to 'Registered user'. Now how it can be done? Because my forum doesnt sending mail correctly. Maximum user dont get activation code after i moved my forum to another host. I have try to fix it, But it didnt help. Thanks

You could just disable email verification? I believe to verify users all you have to do is go to moderation in the admin control panel and moderate users.
