Does "I like it" button https://vborg.vbsupport.ru/external/2012/02/7.gif is normal feature in vb 4? I couldn't find similar mode in vb 3.8? Does it exist or I need to ask for development?

A search would tell you that No, that is not a default feature. It is custom code that we wrote for this site. And no, we have not released the code nor do we have plans to do so.
