I Got Irritated & Tried Everything That I Felt Was Required... Finally Got A Solution -
Simply Goto Your AdminCP
Settings -> Options -> Style & Language Options.
Set - Default Style for Modern Mobile Browsers & Default Style for Old Mobile Browsers To "None".
The Fix Was Short & Sweet... Hope It Helped! :)

Thats "Sprite.png" addition doesnt work over here... This is Completely Different, Seems Like a Javascript conflict in 4.1.7.

The fix hasn't worked for me. In fact, I completely uninstalled the mobile style and I still have no icons at all in 417 ckeditor.

 I see mine just fine...

Perhaps this may also be a conflict with a custom style / modification? If that's directed at me, no, the first thing I did was disable all plugins via Options. And I've never installed any styles in vb4 except for the default and some style generator variations.

My problem was a permissions error on my shared server. I have no idea why, but ckeditor.php had perms of 664; changing that to 644 got it working.
