vB 4.1.5 Suite to vB 4.1.6

I am having to switch licences from a Suite Licence to a normal forum licence. Would I expect having any issues doing this other than losing the CMS portion?

I would definitely try this out on a test site first. I would go to Manage Products and actually delete the vBulletin Blog and vBulletin CMS Products first, and then I would go an upgrade to 4.1.6 Forum.
