Notices Criteria - Mobile Device Detected

This adds a new Notices Criteria called "Mobile Device Detected" so you can display custom notices to detected mobile device users.

Try the attached, but please report back - I edited the XML by hand and have not tested in order to get it up quickly, but am reasonably confident ...

Will test in the next day or so when I get time if you'd prefer to wait.

the built in using style notice criteria or the NOT using style (https://vborg.vbsupport.ru/showthread.php?t=248163) criteria I knocked up may also suit your purposes

Do I understand correctly that this addon detects mobile devices and then displays a notice? I need this functionality for VB 3.8.7, is there such a plugin?
