How to Change Forum Hierarchy Display on Forum Page

I am looking to update the way my forum.php file looks when displayed. Currently I have a nested heiarchy of forums and sub-forums. I want to show multiple levels on the forum.php and forumdisplay sections. I dont want the comma seperated sub-forums but would provide a list. I want to be able to go atleast 3 levels deep with being able to select different css attribute for each level to color coordinate them together.

One example would for my locations, I would like to show the following on the main forum page:

-- USA
---- CALIFORNIA
------ SAN DIEGO
--------NORTH COUNTY
-------- LA JOLLA
-------- EAST COUNTY
------ LOS ANGELES
---- ILLINOS
------CHICAGO

Can anyone provide any help or links on how to make this occur?
