I think he's refering to the UBB program ALL HACK but for vB. It had a dozen or so hacks and the program updated the cgi files with a click of the button. Neat program -- but was done mostly without the permission of the writers of the hacks.

But could semi-easily be done if someone wanted to try it out in Visual Basic (I don't know Visual Basic - or I'd do it). But then it would have to create an install file baseed on the hacks you selected or an sql file.
