refer a friend

I was on a forum that had a refer a friend mod on it. It had a link in the navbar and you could enter op to 10 emails and send them a message inviting them to join. It also listed the top reefer's in the stats box at the bottom. They were using 3.8.7 VB software. I have searched and searched but cannot find that mod or one close to it. Does anyone have a clue?

I don't use 4.0 so I would not know.
