I think you can import the vbulletin-settings.xml file from the install folder in fresh vBulletin zip.

If I remember correctly, I believe Steve Machol posted on vbulletin.com some time ago that it is not possible to restore vBulletin Settings to their default options.

Heh, ok, I have a good memory sometimes :D Here you go:
No, there is no way to restore all default settings.
Maybe you could explain what you did exactly prior to this problem starting? It would seem like more of a problem with an add-on or URL settings.

You can create a new default by going to the style manager and clicking on Add New Style.
Give it a name like Default (ref only / do not touch). Set it to No Parent. Make it user selectable.
VB will create a new blank slate default. Then you can go back to the style manager and delete the other theme. This why it's always good to make a new blank slate to work off of and keep your default untouched. Just for times like this.

I don't think the OP is looking for the original style, but instead, trying to "revert" the settings in AdminCP > Settings > Options

I am pretty sure you may revert the settings... at least in debug mode. In debug mode, I have the option Backup / Restore Settings when I click on Settings > Options.
