How to edit smiliepopup?

I've been trying to edit the smiliepopup template to add a link to the full smilie page but nothing I do changes what's displayed. Apparently it's cached somewhere and I always get the original unmodified one. Anyone know what to do?

Are you doing a Force Refresh in your browser? It's probably your browser that is doing the caching.

Do you mean holding the Shift key down while clicking the refresh button? When I do that it refreshes all the cached images but apparently not the JavaScript that calls the old template.
