Bug or Glitch Resolution on Minimized Screen

Hello, I'm hoping to fix an error which I see is also present on vBulletin's website, but not here at .org.

If a screen is minimized, certain buttons will over lap one another including the search bar (using vb4). I have attached a screen shot of the error on vbulletin.com forum. I'm not familiar well enough with CSS as to how I can fix this problem.

Minimizing the browser window will take the width of the viewing area well below the absolute minimum width the forum will display correctly. I have seen firefox resize whatever is in the minimized window on the fly. But alas I can't remember if it was a plugin or a setting.
As for IE it will just crush whatever is in the browser window with no mercy.
