Specific bounce management - have list of email IDs that need to be turned inactive

I use sendgrid and now am transitioning to aws ses, and have a list of users that are 'hard bounces'. Is there a way to use this email IDs of users and ensure that users having those email IDs are bumped back to the 'Users Awaiting Email Confirmation' group? Any SQL that can get this work done?
