Slow forum?

Hello! My forum is extremely slow! I have great internet but it takes like 12 seconds to load 1 page of my forums (I don't have high image files for a style/theme either)

I noticed these settings in my admincp (attached image below)

How do I change them???
Is that the problem?

Might want to check out your site with firebug
the forum.php is having issues
