Replacing Text on Forums

Ok, so i have vbulletin 3.8.7 installed and when someone posts a thread containing an apostrophe it doesnt show the apostrophe but instead shows this ***8217; instead of the apostrophe. how do i fix this??

Do you by any chance have something in the censored words that has "&#" in it? I think & #8217; would be an apostrophe but it looks like some chars are getting replaced by '*'.

no. i have the word +++++ censored as ** and that's the only censor i have on it.
