isnt there a way to let user create thier own blogs in vb4?

I know that i saw where some users can create a blog of their own.. but i cant seem to find the option to turn it on or how to do it.

any advice would be nice

I have the vb4 suite if that matters

AdminCP -> Usergroups -> Usergroup Manager -> Select the group you want to Edit, and click Go.

Should be there under Blog Entry Permissions.
