I am having some issues with my formatting options not appearing. this is happening in a vanilla default template as well as my custom templates.
All my options are set to use the wysiwyg editor
I have included screenshots as to what it looks like.

Some other issues have arisen. User's are unable to quick edit either. When they click on the save, cancel, delete or advanced button from the inline edit nothing happens. I have turned off quick edit for the time being, but this leads to another issue.
When a user clicks on edit and gets to the advanced edit interface, there is no formatting saved. If does a hard return, it still goes back up to the end of the original sentence.
This is not happening for all users. We have a couple of people who have no issues at all.
It does not seem to be browser, OS or pc specific.
I am unable to see formatting options or use inline edit.
Another admin is able to see and use these with no issues. We are using the same OS with the same browser.
I had him log in to my account and he was able to view and use all features with no problems.
I'm at a loss. This all started with a 4.1.4 upgrade.

I'm experiencing the issues in your second post, but in reverse.
I can use Quick Edit with only one bug--all line breaks are removed. However, many of our users cannot save/cancel/delete or go Advanced. (Some just cannot save/cancel/delete.)
Like with you, it seems to be Browser independent.
Like in your case (but reversed), when I logged into the accounts of those having problems, I had no problem myself. Other than Quick Edits not giving any line breaks, that is.
And, like in your case, it started with the 4.1.4 upgrade, heh.
(Sorry I couldn't be of any more help than confirming it's a problem.)

found the problem.
Cloudflare. With Cloudflare off, everything works as expected. Even fixed the line breaks in advanced edit.

I don't have anything called Cloudfare. O.o What is it? a vB mod?
EDIT: Nevermind, just read in your other thread, it's a caching service. XP Too bad, I was hoping that you'd found a fix we could use, heh.

check your smilie directory. Make sure you dont have any smilies with a non standard character.

Definitely check your smilies and make sure none are named using non-standard nomenclature like ).gif or )-.gif

In the filename? Nopes... All numbers, letters, hyphens, underscores, and periods. (We do have a crapload of smilies... XD)
EDIT: Lynne, no hyphens?

Oh, aye, I follow that--just that I refer to "dashes" as "hyphens." Same thing, yar? XP
So I'm supposing that ain't my issue.

How about posting a link to the site with the default style pickable and a test account so we can see what is going on.

All righty, though I'm warning you, you'll probably find a gazillion things wrong with the layout that aren't related. XD I'm pretty sloppy, and there's a lot I have on there from back when I was first learning about vB that I haven't updated.
The account is vB.org Test Account, and the password is vB.org.

The only problem (other than the look of the thing) that I myself am encountering is that Quick Edits delete all line breaks. However, many members are experiencing the things clubplanet described in Post #2.

QuickEdit's do indeed kill line breaks. Advanced editing does not.
I'm not seeing any of the issues I was having with my forum though outside of that and I'm on the PC that was having all the troubles.
btw, that account doesnt have thread delete rights so you may want to remove the test thread I created. Tried to do it in a place where your members dont visit.

Just a total guess here but I would run a suspect file diagnostic on the forum and see what comes up. It's possible that whatever file thats controlling that didnt get uped correctly.

Sartak, you said:

Are you talking about when they quick edit their posts? I can't think of whenever else those items show up.

Lynne, yes, that's when they're quick editing.
TBH, though, I'm not as worried about the Quick Edit problems as I am some other problems. Many users (when using Quick Reply or "Going Advanced") still have all line-breaks removed--that's probably the biggest problem, now that there's a fix out for Custom BB Codes. There's a minor word-wrapping problem, where the text editor breaks a word right in the center while writing up the post (from what I've been told, both Quick Reply and Go Advanced). However, the word still POSTS normally, so I consider it pretty minor.
I think there was one more issue, but I can't for the life of me find the list I posted earlier. :<

I think there is a bug report about the line break issue. Did you try to look it up? Did you try to look up any of these issues in the tracker? The best place to post about bugs is really over on vbulletin.com.

Seeing as how I tend to make many, many mistakes, and I'm not some great coder myself, I like to use the forum community. I'd really rather not clutter up the tracker with "bugs" that have a high possibility of being my own fault.
I figure that the tracker is where we go when we want to report stuff that needs fixing, and the forum's where we go when we want advice on how to fix stuff that can be fixed. XD (Though I was just recently wrong about that, getting that nice little bug fix from thin2000 on the Custom BB Code Button issue.)
Well, that, and I've used the tracker all of three times now--I'm not used to using something like that, to be perfectly honest. XP

Well, the only way to find out what is going on here is to be able to see if the problem still exists if you are using a default style and no modifications. If it does, then we look into finding out what is causing the issue. But, if it doesn't exist when using a default style and no modifications (either products or modified files), then we would be chasing our tails trying to figure out which modification or style modification you did is causing the issue since it would be a problem with the default script.

Hai, hai. Been trying to work with the users experiencing the problem, to have them use a default style, and to tell me when they're available so that I can turn off all plugins while they are doing said testing.
It would be one thing if I was experiencing these errors myself--I could easily tell ya exactly what's going on, whether it's happening while plugins are on or not, whether it's only happening in certain styles, or whatever. It almost makes me wish that I was one of the people affected, heh.
Unfortunately, it's been a big hassle to try to coordinate this stuff, and one of the more active users consistently having the most problems doesn't speak English very well. (Or maybe the problem is that I don't speak German at all, heh.)
I think there is a bug report about the line break issue.I checked it out, and the only [recent] bug I could find on the tracker dealing with line breaks is for Mac users. Out of those that said which browser/OS they were using, though, only one said they were using Safari/Mac, so (other than possibly that person), I'm not quite sure it's the same bug.
(There's a lot less recent issues on that tracker than I thought there would be--I always thought stuff like that would be impossible for a single person to follow.)
