Ad management??

Hi All perhaps I am missing it somewhere in the vbulletin 4 mods but can anyone tell me if there is a mod out there like this one https://vborg.vbsupport.ru/showthread.php?t=131150&highlight=baseball which was made for vbulletin 3. Basically what I am looking to do is allow the potential advertisers the ability to submit their ad and I can just approve it once payment has been received and such. Any help would be appreciated thank you.

The direct vb4 replacement for that mod is Rotating Banner System (https://vborg.vbsupport.ru/showthread.php?t=188328) (I've used both). But I have no idea where you got the idea this simplifies any of the sales stuff like dealing with clients and helping design their banners; it doesn't.
