Add tabs to the toolbar?

how do i add new tabs t the toolbar that says - "forum" "what's new?"

You need to edit the template 'navbar' of the style you're using.

i dont think these buttuns/tabs are in that template?

You can use one of the many add tab modifications available (search the 4.x forum)
