The software is looking for them in a directory called /forums which doesn't seem to exist. example:
http://herptilesclassifieds.com/forums/images/icons/icon1.gif
Go to admincp > post icons > post icon manager > and then view and edit the post icons to make sure the path is correct.

You say they are "good" but obviously they are not.
What exactly is the path to your "icon1" ?
It should be: /images/icons/icon1.gif
And similar for all the rest.

/images/icons/icon1.gif
Try changing it to:
images/icons/icon1.gif
without the leading "/"

Create a new style with no parent:
Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save
Then browse the site using that totally default vbulletin style - do you still have the same problem?
Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php
define('DISABLE_HOOKS', true);

OK this is unusual so...
If you just want to get them to work copy your images/icons directory to /forums/images/icons and it will work. It's not a fix but a work-around.
What is the history of this forum- is it a new install? An old forum you bought? Has it ever been in the /forums/ directory? Do you know?

It is a new forum and it was working fine until i tried installing CMPS....
and yes it is in the /forums directory
Come to think of it i also added /forums/images/icons/icon1.gif

What i have noticed to is that even if i do not chose a post icon to appear and you leave it at NO ICON. A red X still comes up and the link on it is post icon 1

Your forums are NOT installed in the /forums/ directory... Look at your URL when browsing your forums, there is no /forum/ in it. Your forum is in your website root... There's nothing wrong with this, you just need to know where it is.
I know VBA CMPS tried to change directories of graphics for some reason, they would probably be best be able to help you at their forums on their website.
But yes there is a "no icon" icon. You can either make it a "blank" gif or the standard https://vborg.vbsupport.ru/external/2011/06/14.gif image. It's treated different in the system than icon1 which is also the same exact image most of the time.

When i upload anything on the forum it goes into /forums/ ....................
Anything i have that is installed or have anything to do with the forum goes /Forums/ what ever...
As of rite now i took the folder out of the IMAGES folder and just did an ICONS folder and set it to icons/icon1.gif
Everything is in my /forums/ folder
Mite it not be showing because the domain is fowarded to the forum from another place?
All this went south on me when i installed the CMPS, Ive done it before on my other forums and worked just fine but this one is kicking my butt.. I never had all these problems before, I even ended up uninstalling the CMPS and all its files to see if that would fix it and nothing.
Im really lost on this one and i bet it is something so simple.

Regardless, Thank both of you for trying to help me out with this.. :)

That's weird... it very well might be the forwarding causing an issue...
Here is the URL as I see it by browsing your forum:
http://www.herptilesclassifieds.com/showthread.php?t=14
I manually tried adding /forums/ but that gives me a page not found error:
http://www.herptilesclassifieds.com/forums/showthread.php?t=14
Are you forwarding via htaccess? Do you have to? Best would be to just forward the root to /forum/index.php rather than every page...
