Site looks nice, even though the logo isn't matching with the style. Style is lightish, while the logo is a little bit darkish, so try to work on a lighter version of the logo.

Anyhow, as you said your forum is about hacking and stuff. If you want to keep your site, there are few things you need to do.

First of all:
- DO NOT use fake registrant info.
If someone reports you to your registrar, or directly to ICANN, your domain will be automatically suspended.

If you want to administrate a hacking/security forum, be more anonymous. Hell, with a little bit of Googling I've managed to find out you're from Streator, IL, and other sensitive info (with whom you live, etc)

Thing that I'm trying to say is that better do not start such site unless you know for sure that your enemy can't find out who you really are.

1. I think the only thing I would change on it atm is the navbar. The tcat, or thead or whatever should match the gradient/raised look of the forum categories and everything else. It just looks out of place with how it is now.

2. Also, the time is shown twice in the footer (screenshot attached) .....and the time is displayed in the navbar. A little too repetitive imo lol.

3. The expand/collapse icons in the "What's Going On" box should be changed to match the rest of your forum.

4. You also have typo/grammar/whatever errors in the forums: "Other"

Also, just a suggestion, add this to your .htaccess file, or create an .htaccess file if you don't have one and upload to your root directory. This will forward non-www. url's to www. url's

It looks like the default theme from 3.x with your logo added to the top. I'm with the others, your logo doesn't really fit the theme. Also, your forums are set to Private (all of them), if I was looking for a forum to join, I would want to read a bit before I joined.

And - finally - your old PHP 5.2.17 is marked as unsupported. Dunno which Linux Distro you're using but maybe updates are available or Cpanel offers them.

It depends on your definition of what's the actual 'offshore' hosting. Now, many people think that offshore hosting is hosting that's located outside of the United States, and that you can pretty much host anything you like, e.g. sites that are violating copyrights (warez forums, blogs, private torrent trackers, etc) , hacking forums/blogs, phishing sites, and what not.

All of that works on every hosting until the site becomes big, when it becomes big you can either make it private, and host it in any country (which works without unneeded publicity)

Basically, offshore hosting is just a good marketing trick, which is being used by hosters (mostly by the younger ones who are looking for quick $$$) from countries like: Sweden, Russia, Iran, Israel, Netherlands, Luxembourg, Ukraine, Hungary, Romania, etc...

And yes I agree with the rest of your post, he should configure the server a little bit more, after all he wants to run a hacking site. :p

Well - this was related to Luxembourg and Offshore. As well all know Luxembourg belongs to Europa so european laws are applied, speclally when providing a platform for defacement / phishing and something similar one might quickly run into legal problems.
