How can I do this??

I am trying to set something up like what is pictured but I am not able to find anything that does this. I need to know what mod is capable of doing all of the "features" of said subscription and how to set that permissions up. Sorry for the ignorance as I am new to the vB scene.

That looks like the basic subscription manager to me, look at your admincp
