now forum cannot run even on admin panel

please tell how to solve and to get back to 60 defaults which php

If you can't access your forum or admin cp upload the file tools.php in the DO NOT UPLOAD folder of your original vbulletin installation package and browse to it with your browser to repair your settings.

Delete the file as soon as you are done.
