I'm not sure exactly what you're asking.

If you want to prevent new members from making a new thread you can do this in usergroup permissions. Set registered users to not be able to start a new thread. Then setup another usergroup that allows posting of new threads. Then use the promotions system to promote people to the new group automatically, after X number of posts.
