The site is really noisy content-wise. What is more bothersome though is that you have a $200 contest, but you owe a certain someone money for a specific job you requested and was completed in a timely manner. Makes me wonder about the contest itself ;)
Some annoyances:
1. site-wide bar at bottom is blah
2. youtube video on how to register is questionable
3. you still have default vb4 cms articles
Some positives:
1. nice dark theme
2. nice rotating banner at the top
3. site works correctly (I think)

It's kinda overwhelming with all the popups etc. But none the less good job.

I believe he meant that, perhaps your asking too frequently or it's how your asking so frequently that makes some simply not bother not that it's your site just the approach and frequency of being asked.
Just my take on it and I don't mean that how it sounds if bad simply how I had to say it ;). I also looked last time but the style is very similar and I don't see much that has changed... maybe next time list a few of the improvements specifically and ask for feedback on those only... if you changed the entire style, colors, images, header etc etc then ask for a review of the entire site.

umm Personally i dont like the style , it looks like you put together some images and smashed them together... perhaps a little clean up with the background, the register button and overall CSS improvements would make your site stand out a bit more..

It seems very clustered and doesn't have member base to backup that clutter. the overall design is good though.

Maybe its just me but the "Click here to register now" image/button makes me think of McDonalds everytime I see it (on every page btw). I do like the background. Fan of repeating clean line design. The only other thing I personally like design wise would be the dark grey / orange headers for posts/forums/categories. (pictured below)

I also have to agree on the youtube video being "a little much". From my perspective, when I visit your forum for the first time and have issues registering and click the youtube link here are my thoughts.
* I don't need to know how much you paid for your scripts and hosting. It's either boasting or an attempt to gain sympathy in hopes of receiving a donation or something.
* Isn't this a video to help me register? and post? Do I really need to watch a 15 minute video for that?
Personally I think you should re-do the video, make it shorter, (may be 2 minutes tops) and to the point.
I think you are genuinely trying to "help" guests/members but you are bombarding them with too much at once.
I would also do away with the floating bar on the bottom.
Also, what is the genre of your forum? Whats with the girls (tila tequila) pics in the header?
Forums that succeed are the ones that have a single niche, and they pour all their effort into adding content for that niche. There are too many "All-In-One" forums out there that never make it past the first few years (if that, some dont make it past a few months).
Just my thoughts. They are meant to be constructive criticism and not to be taken to heart or as a threat on you or your forum personally.

I don't like general appearance at all.
Just a helpful tip, there's a banner up top with half naked girls...although they look tasty, lots of people actually post on forums from work and won't visit your site mainly for that reason.

Meh i dont like it tons of txt throwing at me at the top..all in caps, whats the reason for that? And CMS sections? How is a normal user knowing what that is. Its also slow and bloated like hell.

I think you concentrated on the design, and totally forgot about the page load. Your site is pretty slow actually, it would be nice if you started working on the optimization. There are a lot of unnecessary things, and they would certainly improve your page load if they weren't there.
Avatars on the index, big banners, chatbox (enable it for members only) , etc.
