This would require some bit of custom coding, as the vBulletin 4 navbar is built in for vB4, but I guess it can work with vB3 with some coding, and editing the navbar template.

If you can't do the coding yourself, try posting in the "Paid Requests" forum to hire somebody to do this for you. :)
