Place restrictions on new users?

So I'm wondering if there's a way to implement restrictions on new users.

Is there a way to give all new users the inability to PM and make it so they're allowed just one post a day for the first week? Then bump it up to ten the week after?

Create a new usergroup to promote users into after one week. Then modify the Registered Usergroup to not be able to PM.
