Impex Problem Importing Users

I am moving data from a 3.7.4 site to a new customized 3.8.6 site. I have had some success with Impex, but it keeps hanging (for lack of a better term) when I get to Import Users. All the other Import tasks work (or they appear to as I haven't really logged into the updated site and played around yet), but when I try to Import Users it spins for a few seconds and loads a page with the generic using Config statement and help links, but no other data of any sort (and no error messages). I tried setting debug and step through to true but no help so far.

Any suggestions on how to debug/fix this?

also is your username the same as your customer number?
you might ask the admins here to change it if so ;)
