If a user has no avatar set but a profile picture set can I use that for avatar?

I have some users that set their profile picture but didn't set their avatar. I'm guessing this is a bit of confusion on their part on what the difference between the two is.

Is there a way to have the avatar be set to the profile picture in the post bit if not avatar is defined for the user? Help would be appreciated.

Thanks. But I only want one picture in each post. I will see if I can learn up on how the variables work and maybe get a custom modification going. For now I just set the manually since I only have a handful of users. I appreciate the reply.
