Change order of sections / categories -

I am working on the cms side of my site which is still under construction.

I have created several sections and categories, for the life of me i cannot find how to change the order of how the sections are displayed?

The second question is in the widget sections widget is there anyway to make a parent item not a section just a menu to display sub sections? (ie Ullapool Activities would not have any content and just be used as a main header?)

Ok you can do this for sections but cant see any way of doing it with categories, if you go into admincp->cms->-section-> use the up and down green arrows.

You can do it for the Sections (as you said, using the green arrows), but not for the Categories.
