user profile customization

is there a mod that wuld allow users to customize their profile page?

as in background color/pic...frame and box color schemes etc?

It isn't a mod, to be honest, it's in your usercp, and it should say on the left hand side, Customize Profile, unless the administrator of the forum disabled the feature.
