Moderator usergroup

I'm trying to make a user a moderator who can simply move threads from one forum to another and generally make sure threads are in the right forum and probably add infractions. When I add a user to the moderator group (not the super mod gp) they do not seem to have these options. And in the usergroup settings, I cannot even find the options to mvoe other peoples threads.

However, if I add them to the super user group, they seem to be able to do all these things. How can I grant a user these options either in a new custom moderator group, or the default one without making them a super moderator
