I'm really confused on how to fix this

Create a new style with no parent:
Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save
Then browse the site using that totally default vbulletin style - do you still have the same problem?

Maybe the style you have installed is made for a different version of vBulletin 4.

Is it a different style than the default and if it is, then is your default style ruined?

Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php
define('DISABLE_HOOKS', true);

Ok yeah so that worked, i don't know which it is so i'll go through a list.
