I've seen it done on one major forum.
They had a private Hosted Mod Utils page and you could grant / remove access on it.
Mods could see a list of the forums they had rights over and then they selected the forum that they wished to moderate. Then they were presented with a list of the current forum members and given the option to add or remove names from that list. Access would be a simple yes/no affair with no "length of ban" complications. Let the mods manage that manually.
Hosted mods would be in a special user group which would be paired with the usergroup used for the private forum as I would not wish to them to have access to other hosted forums or the site moderation forums.
I think this mod would be very useful and would be welcomed by many people.
