Owned License, but have to pay $175 to get latest.? (3.8.x)

I have an owned license that expired with 3.8.5 being the latest, but my question is do i need to pay for a full "renew" license ($175) to get 3.8.6 ??

I can fully understand renew-ing my license to upgrade to 4.0, but to just get the latest 3.8 when i paid for an owned license seems odd.

Isn't there bugs with 3.8.5 ?
