well that's a link to here and this is not who would ban u , but perhaps a mod you have installed is banned. I don't know but im sure some one will maybe pm lynne with this

1) I downloaded all data from my MySQL DB and FTP
2) because of bad encoding in my database (wrong collation) I replaced all incorrect diacritic characters to make sure that the data would show correctly on my forum
3) I changed MySQL settings in config.php
4) I imported the database to another MySQL server (I did the same with downloaded files from FTP)
5) I changed the IP address of my old web host to new IP address in my domain's DNS settings
When DNS of my domain has been updated, I visited my forum. There was shown this page (https://vborg.vbsupport.ru/attachment.php?attachmentid=126484&stc=1&d=1297067087).
6) I changed my DNS record back to the old value

My guess would be a mistake somewhere in item 2. Did you take a look at the database tables afterwards and verify certain things were still the same - like look at your user table, your particular userid and make sure it was still exactly the same? And with the usergroup table also?

Well, the sizes of both databases (old and new) are the same (about 100 MB). I just checked those tables and everything seem to be fine.
In fact, before I made the step #2, I uploaded the unmodified old database to the MySQL server. I was not able to access the forum on my main domain, so I used my web host's temporary URL (myaccount.mywebhost.com) to view the forum.
Surprise, surprise - I saw the same screen I posted in my first post. Only the diacritic characters (displayed in yellow notify bar; I removed it after so it is not in the picture) were messed up.
I thought that was caused because of vBulletin antipiracy policy, so I just deleted everything I uploaded and hoped that if the URL of my forum would be the same, this would not happen.
And then I made steps 2, 3, 4, 5, 6.

That page shows tons of missing phrases and such. Did you make sure to disable your plugins via the config.php file? And did you change the forum url? Did you follow the directions here - Moving Servers (http://www.vbulletin.com/docs/html/moving_servers) ?

I did not. How can I do that?

Nope. When I tried to enter the admin control panel, it showed me this error (https://vborg.vbsupport.ru/attachment.php?attachmentid=126523&stc=1&d=1297149487).
Did you follow the directions here - Moving Servers (http://www.vbulletin.com/docs/html/moving_servers) ?
Almost. I used phpMyAdmin for exporting and importing the database.

Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php

You'll need to edit the url in the database then. You can try changing the bburl in the setting table.

Tyr uploading tools.php from the do_not_upload directory into your /admincp. Make sure you still have all the files except the install.php file in the /install directory. Point your browser to it, enter your customer number, click Options Cache to rebuild the datastore from your settings table. Then remove the tools.php file.

One problem at a time - I was trying to get you pointed to the correct url first.
Have you looking in the database and verified you are in usergroup 6, the admin usergroup (assuming you are using all default usergroup ids)?

If i hit forum on the page, i get your forum on the screen.
First i hade your ban screen, next click forum and i have the forum home page.
Maybee you could now login and try fixing things.

Yes, the usergroup of my account is 6.
I noticed that when I try to login into my admin control panel, I am redirected to the following page:

...then it redirects me back to the login page.

Did you change the forum url and then run tools.php as I had posted? You should verify the url got changed in your datastore table after you ran tools.php. And, do you still have the plugins disabled via the config.php file?

Did you change the forum url or the homepage url? If you click on your Forum tab, which uses the forum url, it is redirecting to your other site.
The error you are getting as to do with some phrases being merged in the languages. Are you using the default english language right now?

Well, when I first installed vBulletin, I customized the template for my needs. I placed the URL to the forum link manually.
The error you are getting as to do with some phrases being merged in the languages. Are you using the default english language right now?
Yes. But I cannot acces my settings page to change my language, so I have to use this in the footer:

The code is commented in both config files.

You don't want to have the same cookie prefix on both sites. You should also have rebuild all datastore caches in tools.php.
If you have modified some of your vbulletin files, then this could be causing issues which is why I asked if you are using a new set of default vbulletin files.

But I still need to figure out how to display diacritic characters correctly. Setting "HTML Character Set" in admincp/language.php to latin1, latin2, cp1250 or utf8 does not work. Any idea?

Those don't look like valid values to put in that field. http://www.validome.org/doc/standards/html_401/charset.html#h-5.2.2

How can I find out what character set is the right one?

I googled and have found a good manual to convert the characters to UTF8: http://www.bothernomore.com/2008/12/16/character-encoding-hell/
It actually works, but the problem is, that it would take a year to convert all tables and fields manually. Is there a way to repair it automatically?
