vB Links Shortened

I was just searching through the vBulletin code and was trying to find where it shortens the lengths of the links if they're too long. How does it do this? I'm looking for a way to shorten links to a certain length on a non-vB page.

I am not sure how to do this, but I have to ask, but benefits does it give you to do this?

If you have tables of a set width, it allows you to force things to fit on one line instead of crossing over to several lines, and keeping the tables the way you want them.
