Either you have changed your config.php file lately and now your site isn't pointing to the correct mysql server, or your host is having problems.

I just change my E mail id in Config.php file

and i upgrade my VB 4.1.1 latter i am using 4.0.8

So, you were running fine until you changed the email in your config.php file? I'd go back to the old config.php file that was working and then try the changes again. make sure you use a plain text editor.
