Thread Must have Post Icon

Hi can u help me with this
i want all my threads to have a post icon
so how to make it Default that a user cant post a thread if he hasn't used post icon

Also looking for the same Mod/Plugin/Addon
I found some code in the vBulletin-global.js for other alerts, like when you don't fill in the thread-title. Maybe someone can make out of that for icons too?
