A few question and need some help

Hello forum,

I have a few questions, please help me out.

The picture below shows how the blockhead is blue color, and then the "what's going on?" block head is grey color:

Happens here too with "Thread Display Options","Icon Legend", and "Posting Permissions" blockheads:

How can I make it so it match with the skin style(blue)? Sometimes when I add new skins, some of the skin would show up as default style and doesn't match with the style. Can someone help me out with this problem?

Here is another question:
How can I make the circled parts to be the same as other tabs? So that it doesn't have extra lines:
